Charles Foote and Kelsey Packineau run the TERO program at the Mandan, Hidatsa, and Arikara Nation (MHA, Three Affiliated Tribes of North Dakota), the largest and most active TERO program in the country. This video was recorded during a break-out session of CTER’s 40th anniversary National TERO Conference at Warm Springs, Oregon, August 2017.
